The 1 July 2027 CGT reform is law. The valuation it depends on isn't fully specified yet.
The Australian Taxation Office has confirmed two methods will be available to set your asset's value at the changeover date: a formal valuation, or a fallback formula based on your holding period. What we don't have yet is the formula itself, or any published guidance on what valuation evidence the ATO will accept. That detail is still to come.
Here's what we do know
- Every asset held across 1 July 2027 splits into two tax periods. One under the old rules, one under the new.
- The market value you establish at 1 July 2027 is the line between them, and the cost base for calculating any future gain.
- The Act allows for a formula-based alternative to formal valuation in future, which will likely assume even growth over the entire holding period. Most assets don't grow that way. Especially multi-state portfolios, SMSF-held property, and rural or regional holdings.
- A formal, valuer-signed report is currently the most defensible method to determine market value under the Act, regardless of what the fallback formula ends up looking like.
Many real estate asset types across Australia need this same valuation, dated to the same day. That's a lot of properties chasing a limited number of valuers in a very narrow window.
